Rathanak had spent nearly two decades in the development sector, working across diverse fields including agriculture, extractive industry, natural resource protection, health, education, and child protection. His career spans a wide range of organizations from philanthropic foundations and implementing organizations to donor agencies. He worked for the French Red Cross, Catholic Relief Services, Oxfam, US agency for International Development (USAID). 

Renowned as a master in the art of dealing with people, Rathanak is a team player, a problem solver, and a leader who balances his introverted nature with the extrovert demands of his profession. His enduring passion lies in helping those less fortunate, the aspiration that has anchored him in development sector for so long. 

In early 2025 when USAID was completely shattered, Rathanak faced a crossroad. He could have retired or accepted a role with another donor agency but there is a silent calling. Born in Kampong Thom province, Cambodia, along the Sen tributary known as Stung Sen, his childhood memories of swimming and playing by the river are still vivid. The abundance of fishes and clams and his lifelong love of water continue to inspire him. 

Later that year, Rathanak rejoined Oxfam with a renewed purpose: to dedicate himself to the water sector. When IP3 invited him to join efforts to protect the Mekong, he heard his calling.​ The Mekong, “Mother of Water” in Khmer and Pali, sustains millions of lives across generations. Yet human exploitation threatens their great river, fragmenting its flow, polluting its tributaries and endangering the communities who depend on it. 

There are a lot of great stories about how many unsung heroes have poured their whole life dedication to the higher purpose of the great Mekong protection. Through the Mekong Water Governance Program, Rathanak witnessed the passion of his colleagues and the resilience of local communities. Their stories, their sparkling eyes, and their dedication to protecting the river deeply moved him. 

Rathanak brings his expertise, compassion and vision to Oxfam, determined to be part of a collective legacy that protects the Mekong and uplifts the lives of those who depend on it.
