Phnom Penh, 15 November 2023_Oxfam and our partner Independent Democracy of Informal Economy Association (IDEA) jointly celebrate the 11th International Street Vendors’ Day today at Phnom Penh Hotel. This year’s theme, "Social protection system for street vendors in Cambodia," aims to celebrate this global event while expanding the accessibility of social protection systems for street vendors in Cambodia. The event will provide a platform for street vendors to engage in discussions, share their working conditions and shed light on the challenges they face.
Street vendors, who are informal economic workers or self-employed individuals, have made significant contributions to the national economy and absorbed a considerable portion of the labor force, thereby mitigating the risks associated with migration. Just like any other workers, street vendors have every right to receive comprehensive social protection.
Ms. Chap Chenda, a mobile food vendor in Daun Penh district, said “As a street vendor, I am grateful to have received the NSSF card which granted me access to healthcare services. However, I wish the card can encompass the entire social protection system, including maternity protection, coverage for occupational accidents, and pensions, for both existing beneficiaries and street vendor like me.”
Oxfam has been collaborating with partners, national and international institutions to enhance and strengthen the economic condition of all vulnerable workers, both formal and informal, through recommendations and initiatives.
Mr. Vorn Pao, President of Independent Democracy of Informal Economy Association (IDEA), said, “Street vendors significantly contribute to the national economy, and we urge the Royal Government to provides full protection and support for street vendors, particularly women, without leaving them behind. IDEA has compiled and provided training, conducted outreach activities, and launched social protection campaigns to enhance the social security system and improve social assistance for street vendors. Currently, IDEA has compiled 22 groups of street vendors, comprising a total of 2,994 members, including 2,378 female vendors, in Phnom Penh and six provinces.”
Ms. Sophoan Phean, Cambodia National Director of Oxfam said: “Oxfam commends the Royal Government's intervention in responding to the needs of self-employed and informal economy workers, through the implementation of Social Security Schemes on Health Care System through voluntary contribution. While this scheme will provide certain protection, we call for the Government to expedite legal recognition and safeguard to the welfare and economic well-being of street vendors, especially women. Oxfam is committed to continuing its work with and support the Royal Government of Cambodia and other stakeholders in promoting and ensuring the effective implementation of inclusive social protection.”
