Oxfam launches maternity protection campaign called 'Every Mother Counts'

In response to the challenges women workers in ASEAN face in accessing maternity protection benefits, Oxfam and partners in Cambodia, Laos and Vietnam, and partners plan to engage with the ASEAN bodies to promote a more gender transformative social protection agenda by advocating for better maternity protection provisions for marginalized women workers, including informal and self-account workers. Establishment or extension of instruments such as early childcare, maternity leave, parental leave, mother-child allowances, employment protection and non-discrimination, have been proposed as possible demands to be brought forward in joint influencing strategies in the coming two years. This includes advocacy, media work and public campaigns and lobby work towards crucial stakeholders in decision-making positions at the ASEAN level and national level.

Context and Intention

Maternity protection is a fundamental labour right of all women. It refers to key social protections and benefits that guarantee the security and health of women workers and their children during the periods of pregnancy and maternity. These include paid maternity leave, cash and medical benefits, health and safety at the workplace, employment protection, and the right to breastfeed and access child care services upon return to work. However, to avail maternity protection, national legislation in Cambodia, Laos, and Vietnam requires women workers to have formalized work arrangements and prove that they have met the minimum eligibility requirements for contributory social insurance or social assistance schemes. Most informal women workers cannot meet these requirements and are vulnerable to joblessness, debt, poverty, work-related injuries, and sickness. They also have a reduced ability to care for themselves, their children, and their families.

Campaign Plan

On May 1, 2021, Labour Day, Oxfam and our partners in Cambodia, Laos, and Vietnam are launching a two-month digital campaign, “Every Mother Counts,” to raise awareness on the challenges faced by women workers in accessing maternity protection benefits. The campaign will include social media advocacy, creative multimedia content such as animation and videos, and collaboration with Key Opinion Leaders (KOLs), who will play critical roles in maximizing public interest. The campaign aims to engage the public, employers and businesses, national policymakers, and ASEAN bodies in discussions about ensuring that all women workers can better access maternity protections in ASEAN.

Campaign Theme and Messaging

The campaign theme, “Protect All Mothers,” serves as the foundation for 4 Key Messages that will keep repeating in every area of the campaign:

Fair Finance Cambodia (2023-2027)

Context

Over the last decades, Asia has witnessed rapid economic growth which has contributed significantly to poverty reduction. Foreign direct investments and the banking sector have largely filled financing needs for this fast pace of development. However, negative impacts on environment and society were also observed, which could undermine sustainable developments.

Financial institutions – such as banks and investors – can potentially play a big role in enabling social and environmental change by driving capital towards companies that are creating long-term value for societies, and away from projects which pose excessive social or environmental risks.

Grounded on this vision, Fair Finance Asia (FFA) project aims toward creating a more sustainable banking sector in Asia where banks are more transparent, accountable, and adhere to standards on human rights standards and environmental, social and governance critaria. Adopting these standards would help to reduce negative impacts from bank investments, which would in turn contribute to sustainable financial sector development. 
Fair Finance Cambodia is a platform, under the banner of the regional Fair Finance Asia initiative being implemented in seven countries, by civil society organizations working in Cambodia to promote sustainable finance in the country.

Approach

The FFC will focus on engaging with stakeholders to create a self-sustained mechanism for responsible financial sector through the following approaches:

  • Strengthen CSOs’ capacity in contributing to the promotion of responsible finance.
  • Facilitate awareness raising among the public on responsible finance.
  • Increase awareness and political will among government agencies, regulators, banks, and banking associations to be more adherence to responsible and sustainable finance standards
  • Support key stakeholders to assume leadership in developing appropriate policies and regulatory initiatives that will improve social and environmental performances of banks.
  • Facilitate a CSO and private sector-led platform on Cambodia’s Financial Outlook and Prosperity that brings together influencers, investors, decision makers, and affected communities to build common understanding.

Fostering an Inclusive and shock Responsive Social Protection System in Cambodia (FIRST)

Context

FIRST aims to contribute to a stronger social contract between the Royal Government of Cambodia’s social protection institutions and the Cambodian citizens, by ensuring a more inclusive, rights-based and shock-responsive social protection system. By promoting the active participation and consultation of Cambodian civil society organisations (CSOs), the project will contribute to building trust and cooperation between rights holders and duty bearers.

The project intends to reach approximately 1,750,000 individuals, comprising of formal and informal economic workers (street vendors, market sellers, domestic workers, waste collectors, tuk-tuk driver, service workers, construction workers, farmers), people with disabilities, elderly people, women and children and ID poor households who are prone to risks and economic shocks.

How does the incident reporting process work?

We commit to engage all relevant parties and to act swiftly to conclude all cases. However, the timeline may vary depending on the nature and complexity of the complaint.

How do we work to prevent abuse and misconduct from happening in the first place?

In 2017, Oxfam International created a global Safeguarding Task Force, led by Winnie Byanyima, Oxfam International Executive Director. The Safeguarding Task Force is working in three main areas:

Prevention: This includes training, communications and information to prevent risk of harm and abuse, a revision of staff screening processes, risk assessment and an evaluation of staff capacity to perform the work.

Support and care: Entails providing resources to support and care for those who have experienced sexual harassment, abuse and/or violence. It also includes ensuring that staff have access to specialized training and real-life experience.

Response: This includes strengthening and harmonizing current policies and procedures and ensuring that these are clear and accessible to all. We are aiming to cultivate an environment where information is shared, and people are held accountable.

Transboundary Rivers of South Asia (TROSA)

Irum Shahzadi, Finance and Operation Manager: Irum is a financial management professional and a trained external auditor with 13 years of experience at Oxfam. In my current role, I manage two multi-country programs, TROSA and I-JET. I have worked in Indonesia, Pakistan, and now in Cambodia. Right to Food

Context

Majority of Cambodian people perform agricultural activities and enjoy the country’s national resources for their daily family’s income generation. Therefore, Cultivable land is considered as the most important asset for the poor as it serves as an important means for their food and income needs. Increasing large scale agriculture investment through economic land concession and land concession for mining exploration mechanism, population growth and land-grabbing have increased land conflict. This has resulted in landlessness, diminished access to common natural resources, and are also seriously undermined coping mechanisms of marginalized groups, including women and indigenous people (IP) who rely and depend on natural resources which is contributing to poverty and jeopardizing food security of rural households.

The various policies that negatively affect the welfare of Cambodia’s rural poor are often related to policies around Economic Land Concessions (ELCs) and Mining concessions.  ELCs is currently covering 53% of Cambodia’s arable land. The lack of transparent, accountable and meaningful participatory process in land and natural resources governance is a major challenge in Cambodia.

Right to Food (R2F) in Cambodia supports women and men, especially indigenous people community on land tenure security to realize their rights to take control of and gain benefit from Cambodia natural resources (land, water, mining, forest and fishery) and secure sustainable livelihoods.

Approach

Right to Food (R2F) is working towards achieving the following specific outcomes:

  • Improved policies of the Government
  • Improved policies of private sectors
  • Increased citizen’s voice
  • Building stronger and wider Alliances

Oxfam and partners are also strategically working at sub-national and national level to achieve the expected outcomes.

  • Capacity development to small-land holder  farmers, especially women, on relevant  laws/policies related to natural resources.
  • Support IP communal land titling (CLTs)
  • Strengthen and build community networks
  • Work closely with both government agencies  and private sectors on natural resources  related policy development as well as  inclusive business operations in Cambodia.
  • Support and engage in policy dialogue,  debate related to natural resources with  and for poor and vulnerable farmers and  communities in Cambodia for the better  policies and enforcement.

Inclusive and Equitable Social Protection for Marginalized Workers in ASEAN

Context

Inclusive and Equitable Social Protection for Marginalized Workers program enrolls in the thematic “Decent Work” and its strategic objective to promoting decent work for sustainable, equitable, solidarity and inclusive development. We contribute to two specific objectives: "Social protections for all" and "Promotion of social dialogue for all."

We are obtaining national impact by using a combination of strategies:

Specific Objective for Cambodia

About 78,000 organized marginalized workers in Cambodia, in particular women, can increase their economic and social resilience by influencing the relevant decision makers to expand, finance and deliver social protection more effectively and equitably.

Thematic focus

  • Social security for informal garment workers with homebased or sub-contract enterprises.
  • Decent work for marginalized workers in general services including: entertainment, food and beverage, supermarkets, gasoline stations, waste collection, public transportation, street vendors, and domestic workers.
  • Social protection for small scale farmers, especially women’s farmers
  • Women empowerment and gender equality with garment workers, sex workers
  • Youth engagement in social protection especially with youth who are working in informal sectors.

Strengthening Social Accountability

Context

Cambodia’s development in the last two decades has been impressive. With sustained economic growth rate of 7.6% between 1994-2015, the country has become a lower middle-income country in 2015. Poverty has been significantly reduced and many people, specially youth, have become more connected and mobile. Despite the progress, millions of Cambodian people are vulnerable to economic and other external shocks that can revert people to poverty, especially among vulnerable groups including women, children, unemployed youths, people with disability, LGBTQI, and old-age people. Migration and urban poverty have also become key factors shaping the challenges faced by those vulnerable groups.

As a response, the Royal Government of Cambodia, together with CSO development partners, has committed itself to various key reforms, one important of which is the Implementation Plan for the Social Accountability Framework (I-SAF) which has been carried out since 2016 and will continue into Phase 2 (2019-2023). The ISAF seeks to promote:

—A more informed and motivated citizen and local communities, especially the vulnerable, in participating and demanding better services from sub-national administrations (SNAs) and local service providers, especially at the commune and district levels, in both rural and urban areas.

— A more responsive SNAs and local service providers as a result of their interaction with citizens and/or citizen representative.

Objective

Oxfam’s Strengthening Social Accountability Program (2019-2023) seeks to contribute to the overall strategic objectives as adopted by the Government by working to “empower citizens and local communities, especially vulnerable groups, in both rural and urban districts in accessing better local public services through an effective ISAF process together with new innovative ideas and learning.”

Oxfam will be working closely with both the demand and supply side to achieve the stated objective.

Strategies

Five strategies are used to guide our implementation plan, including:

Update on the new development trends and challenges both on demand and supply side

To ensure that our interventions are relevant and impactful, our first strategic action proposed is to ensure an update and clearer analysis of key development trends and challenges, both in demand and supply-side. The analysis will help identify emerging priority issues, new entry points, potential partners and approaches.

Adapt and simplify the existing ISAF tools to different contexts (rural/urban) and for specific groups of people
The analyses above would have provided necessary knowledge on the diversity of trends and needs of different contexts and groups. Such knowledge would in turn justify and inform how to best adapt and simplify the existing ISAF process for different geographical areas (rural versus urban) and different groups.

Devise a more practical and evidence-based approach to advocate for changes at policy and budgeting level
The limited linkage between demand side (people voices and complaints) and supply side especially at provincial and national level (provincial administrations, NCDD-S, line ministries) has been consistently raised as a key challenge to the current ISAF. Oxfam seeks to address this challenge by working to develop a coherent advocacy strategy with provincial and national level, especially with those with substantial authority in shaping budget and personnel management decision-making process.

Develop a robust M&E and knowledge management process to capture results and to maximize validation of the reform
The shifting focus from process to impacts will help ensure that the ISAF is better aligned with core incentives of the people involved. Documentation of those results and experiences is critical not only to
serve M&E purpose but also to maximize substantiation of the reforms.

Harness and model new partnerships and the use of new technology
In addition to CSOs, new partnerships with other non-state actors including private sectors and regional networks will be explored to bring new synergy and perspectives. More use of new technology, especially ICT like mobile technology among the youth can harness their active engagement in development.

Soeurng Rachany, lives in Chres Commune, Chantrea District, Svay Rieng Province. She got married in 2015 and has one son. “It was extremely hard to get access to the services of the Health Center,” said Rachany, talking to the commune accountability facilitator in the health center. During her pregnancy, Rachany used services at the health center. Not to mention the difficult road condition to reach the health center, only limited amount of medicines was available. There was not enough staff for a full day operation. Sanitation was also the main issue for the villagers. However, they still use the health center because they could not afford the medical cost at the private clinic. Through the community scorecard, one of which was on the health center, there was a meeting in September 2016 among director and staff of the health center, together with citizen representative of the commune, and Rachany was able to attendm this meeting. All issues related to health center were raised and put into the Joint Accountability Action Plan (JAAP). “I personally felt the change in our health center since the implementation of ISAF. I observed that more medicine is available, more nurses to work and most of all, the sanitation is improved. I think this maybe the result of ISAF,” said Rachany.

Finance for Development (F4D)

Context

The need for more inclusive fiscal policy or fiscal justice is growing due to the increase of inequality and extreme poverty especially in developing countries. These include fair tax system and strategic use of public expenditure—the investments in health and education to improve human capital and healthy society.

The Finance for Development is the project aiming to make public finances accountable for the vulnerable groups. The project deepens on the current work on fiscal policy to increase the degree to which the budget contributes to pro-poor public spending especially in education and health sectors and social protection. We work with the government agencies, development partners, and civil society to improve accountability of national and local budget allocation and its execution especially in education, health and social protection.

The long-term outcome of the project is to see more women, youth, marginalized groups and other citizens benefit from higher quality and quantity of finance for development and enhanced fiscal system and a sustainable and inclusive financial and corporate sector, tackling extreme inequality.

The project aims to see more citizens enjoy their basic rights and financial inclusion and experience equal opportunity in more democratic society.

JuiKnia letter to embassies

Your Excellency,

I am writing to deliver 47,685 voices from Cambodians both here and around the world who as part of the #JuiKnia campaign have called on governments like yours to keep their hearts and doors open to people forced to flee their homes.

As Cambodians we benefited in immeasurable ways from the willingness of world leaders to welcome us into their countries and communities when we had nowhere else to go, and we are devastated by the insufficient action of world leaders to the current unprecedented number of people forced to run from their homes, now more than 65 million people. We joined Oxfam’s worldwide campaign in support of people on the run because we know what it means to be faced with life and death decisions that present no good choices.

Forty years on from the Cambodian civil war, the tens of thousands of signatories to our open letter remind us all of the hope and transformation that can come from refugees that return home to rebuild their country or bring light to their communities wherever they have settled.

Oxfam and our partners Bophana Center, Cambodia Living Arts, Khmerican.com, Politikoffee, and Phare Ponleu Selpak joined together to share the experience of Cambodians who sought refuge elsewhere. We started this one month campaign to enable Cambodians to speak out – many were once refugees, welcomed and able to transform their suffering into new hope. Slowly, we recovered, many to return back home to help rebuild.

Domestically, this is an identity that connects Cambodians across current political and social divides. Our Cambodian values are universal values. We help each other - #JuiKnia. We encourage you to forward this letter and accompanying testimonies to your governmental colleagues who work on migration and displacement policy.

We understand the complexity and difficulties that your country could face when you open to refugees and migrants. We thank you for demonstrating your leadership so far in contributing to resolving global refugee crisis. We urge you to do more. We sincerely hope that your government will take the necessary steps to support vulnerable women and children in need.

Over the past month, at events across Cambodia and online, 47,685 people have signed the open letter below:

To World Leaders,

Right now, over 65 million people are being driven from their homes, threatened by death and destruction, leaving some of the most vulnerable (yet incredibly resilient) men, women and children without a safe place to live. These people have homes, they have family, and they have memories. If they were offered a choice, who would choose to leave their home with no other place to go?
In Cambodia 40 years ago, prolonged political turmoil and civil war almost killed our entire nation. Thankfully, we were saved, we were given hope, and many of us that were able to escape were welcomed to start a new life in another country. But what if the world had turned its back on us and shut the door during our time of crisis?

We have learnt, through our time of crisis, that Cambodian values are universal values. We help each other. #JuiKnia

We understand the difficulties and the concerns each of our countries could face; however, shutting the door to millions of vulnerable families and children only causes further suffering. We know because we too have experienced this.

As citizens of Cambodia and of the world, we urge you, World Leaders, to keep your doors and hearts open for those refugees in need as you did 40 years ago in our time of crisis.

  • In partnership with Bophana Center, we hosted the first screening in Cambodia of the international film “8 Borders, 8 Days” about the current Syrian refugee crisis
  • In partnership with Politikoffee and Bophana Center, we hosted the screening of the film, “The Roots Remain”
  • In partnership with Cambodian Living Arts, we engaged the audiences of their show at the National Museum on the campaign and its message
  • In partnership with Phare Ponleu Selpak, we engaged the audiences of Siem Reap and Battambang shows on the campaign and its message
  • Mobilized a fleet of Tuk Tuk’s to raise awareness throughout Phnom Penh, Siem Reap and Battambang province
  • 6 media agencies including Cambodia Television Network (CTN), Radio Free Asia (RFA), ThmeyThmey News, Voice of America (VOA, Women Media Center (WMC) and Vayo radio have participated and disseminated the message to public audiences
