ReCIPE, Recentering the Civic Internet through Partner Engagement, is a global initiative led by Oxfam and co-funded by the European Union. their responses to rapid decline of digital rights and internet freedom worldwide. Operating across 10 countries including Bolivia, Cambodia, El Salvador, Kenya, Palestine, Senegal, Somalia, Tunisia, Uganda, and Vietnam, ReCIPE supports partner organizations working in contexts where digital repression, surveillance, censorship, and disinformation are on the rise.
In Cambodia, RECIPE cover a period of almost three years starting from 1 April 2024 to 31 December 2026. We partner with the Cooperation Committee for Cambodia (CCC), a national network of 189 NGOs committed to promote good governance, an enabling environment and sustainability of civil society organization. Through digital advocacy, legal and policy reform, and multi-stakeholder partnerships, CCC strengthens civil society organizations on digital rights, security, and participation. Its work advances inclusive, rights-based digital governance amid limited digital skills and growing online inequalities.
Approaches
ReCIPE in Cambodia advances a rights-based digital ecosystem through:
- Policy Dialogue & Legal Engagement: Promoting constructive dialogue and legal analysis on digital policies and regulations.
- Digital Literacy & Youth Engagement: Strengthening online safety, security, and digital rights awareness, especially among youths and women.
- Private Sector Collaboration: Engaging technology companies to enhance digital security and responsible platform practices.
- Capacity & Institutional Development: Building CSO resilience through rights-based approaches and gender mainstreaming.
The project is implemented by the Cooperation Committee for Cambodia (CCC) in partnership with:
- Civil Society Networks: Digital Rights Working Group, 16 provincial NGO networks, ICT Working Group, and CCC member organisations. They monitor digital space developments, conduct legal analysis, deliver capacity building, and facilitate policy dialogue.
- Youth & Civic Activists: SDGs Youth Ambassadors promoting digital literacy and online safety.
- Private Sector: 2 Tech companies, providing technical support and engaging in dialogue platforms.
- Government Ministries: Ministry of Interior, Ministry of Post and Telecommunications, and Ministry of Information, engaged through consultation and policy dialogue.
- Development Partners: strengthen collaboration and policy reform efforts.
Objective
To foster a rights-respecting, human-centric, and safe digital ecosystem for civil society and human rights defenders. ReCIPE strengthens partners’ capacity to manage digital security risks, promote accountable digital governance, and amplify community voices. It prioritizes women and girls, who face disproportionate online harm, by advancing digital literacy and meaningful participation. The project also promotes safeguards to ensure emerging technologies, including AI, uphold equity, accountability, and human rights.
Outcomes
The project is expected to achieve the following outcomes:
- Strengthened Civil Society Capacity: CSOs are better equipped to manage digital risks, reduce inequalities, and advocate for rights-based digital governance.
- Amplified Underrepresented Voices: Marginalised groups, particularly from the Global South, actively participate in and influence digital rights policies and global dialogues.
- Expanded Digital Access & Inclusion: Improved digital literacy and safer, more equitable online participation, especially for women, girls, and vulnerable communities.
Coverage
The project is implemented by the Cooperation Committee for Cambodia (CCC) in collaboration with the Digital Rights Working Group (DRWG), SDGs Youth Ambassadors, and civil society networks. Together, they coordinate efforts to advance digital literacy, digital rights, and internet freedom in Cambodia.
Key activities include awareness-raising, capacity building, public education campaigns, policy advocacy at national, regional, and global levels, and multi-stakeholder consultations to influence responsive digital governance.
The project is implemented in Phnom Penh and 16 provinces: Mondulkiri, Rattanakiri, Kratie, Stung Treng, Koh Kong, Preah Sihanouk, Kampot, Takeo, Prey Veng, Svay Rieng, Kampong Thom, Siem Reap, Banteay Meanchey, Battambang, Pursat, and Kampong Chhnang.
Other digital related project of Oxfam
Rice Blockchain: Oxfam’s BlocRice uses blockchain technology to improve the livelihoods of small-scale organic rice farmers in Preah Vihear Province, Cambodia. The project connects farmers, cooperatives, exporters, and buyers through a shared digital platform that records supply chain data and enforces “smart contracts.” It promotes transparency and traceability in rice production, with cashless payments and verified contract terms to help farmers negotiate fairer prices and reduce dependence on middlemen. By enabling consumers to see that farmers are paid correctly and on time, the project aims to strengthen farmers' bargaining power and support sustainable rural incomes.
Climate Resilience for All (CREFA): The CREFA project supports Community Forestry (CF) and Community Protected Areas (CPA) to strengthen climate resilience through digital carbon measurement and sustainable forest management. Using community-based technologies, CREFA enables local communities to monitor CO₂ sequestration via a Carbon Application that records and transmits emissions data to an online platform. The project combines digital tools with capacity building, training communities and local authorities to measure, document, and report carbon stocks accurately. Data generated supports Cambodia’s Long-Term Strategy for Carbon Neutrality 2050 and lays the groundwork for future carbon-credit initiatives, with potential revenues reinvested in community-led forest protection and agroforestry livelihoods.
